As a Magistrate Judge in DeKalb County, GA, Judge Joyce Neal presides over a range of matters including preliminary hearings, bond hearings, small claims litigateion under $15,000 in damages, dispossessory actions, and ex parte TPO hearings. Judge Neal earned undergraduate degrees in both History and English at LSU, then obtained her law degree as a prestigious Woodruff Fellow at Emory University School of Law. During her legal career she has worked as a public defender in several Atlanta area counties. After leaving the public sector, she has worked in areas ranging from government affairs and the representation of governmental organizationa and offifials to real estate and complex civil litiagation.

Currently, in addition to her Magistrate Court work, Judge Neal maintains a private boutique practice which focuses on personal injusty plaitiff’s work and criminal defense. She serves on the board of directors for 20/20 Bipartisan Justice Center, the Atlanta Birth Cener, and the Dekalb Lawyers Association. Also, she is an active member of the Gate City Bar Association and the Georgia Association of Black Women Attorneys. She additionally services her community through various outreach programs within these organizations and annually co-chairs the Regional Mock Trial Competition for DeKalb County High Schools and mentors young girls through the Empowerment Ink organization she co-founded.
